TEFRA/Katie Beckett and HCBS Waivers

There are other pathways to Medicaid outside of SSI.

The Tax Equity and Fiscal Responsibility Act (TEFRA)/Katie Beckett allows children with long-term disabilities to receive Medicaid services at home instead of an institution, and only counts the child’s income—not the parents’ income—for eligibility.

Home & Community Based Service (HCBS) waivers are available in most states as part of Medicaid, providing for long-term care in patients’ homes or home communities.
